The Knesset approved the National Insurance Act bill in its second and third readings on Monday night, in a move which would see convicted terrorists stripped of Social Security benefits.

MKs Yariv Levin (Likud), David Rotem (Yisrael Beytenu), and Robert Ilatov (Yisrael Beytenu) drafted the bill, which stipulates that anyone convicted of terrorism-related crime, served more than ten years in Israeli prison, and then was released as part of peace talks or other negotiations, is ineligible for social security benefits.

Benefits to be stripped include maternity benefits, unemployment benefits, accident insurance, bankruptcies for corporations, retirement pensions and car loans, among others.

The explanatory notes to the proposal reads: “The State of Israel has, for many years, dealt with the difficult phenomenon of Israeli citizens and permanent residents being the victims of attacks, including terrorism.”

“Meanwhile, Israel was forced to ensure the early release of security prisoners several times, including permanent residents.”

34 MKs voted for the proposal, 10 against, and one abstained.
