The Security Council in a statement released Monday night called the incident “a serious contravention of the existing operational rules and procedures as related to resolution 1701,” which ended the 2006 Second Lebanon War between Israel and Hezbollah.

Master Sgt. Shlomi Cohen, 31, of Afula, was killed Sunday night as he traveled to an Israeli army outpost at Rosh Hanikra.

Israeli Defense Minister Moshe Yaalon said Tuesday that the shooter will be prosecuted in Lebanon. The Israel Defense Forces received word of the impending prosecution through Lebanese officials who emphasized that the shooter was acting alone, the Times of Israel reported.

The Lebanese soldier, who went missing after the incident, turned himself in to his base on Monday morning, according to media reports in Lebanon.
